Alameda
Shoreline Adaptation Plan
The Alameda Shoreline Adaptation Plan will adapt Alameda's shoreline to rising sea levels and groundwater and reduce current flood risk. The plan will include strategies, adaptation pathways, and priority projects, a study of potential land use changes and policies as well as an implementation plan. The plan will be developed using an inclusive community engagement planning process ensures that all voices are heard to better understand the priorities of community members. The Bay Farm Island Adaptation Project
The Bay Farm Island Adaptation Project is a near-term sea level rise adaptation project to address current flooding and up to two feet of sea level rise. The project addresses shoreline over topping at Veterans Court and the Lagoon Outfall as well as along the northern waterfront. Learn more here.
The Estuary Adaptation Project
The Estuary Adaptation Project is a near-term sea level rise adaptation concept to address increased coastal, stormwater, and groundwater flooding for up to two feet of sea level rise. The project includes strategies to elevate and adapt low-lying areas of the shoreline with seawalls and levees combined with green detention basins, upsized pipes and other stormwater improvements. On January 21, 2025, City Council endorsed the design concept for the Alameda side of the estuary. In February 2025, the City/consultant team finished the Caltrans grant that funded the community outreach and analysis related to the design concept. City staff are seeking additional funds to complete the environmental documentation, permitting, design and construction.
South Shore Adaptation Project
The South Shore Adaptation Project is a near-term sea level rise adaptation project to address current flooding and up to two feet of sea level rise. Alameda’s South Shore is a three-mile long, human-made beach and bird sanctuary with offshore mudflats and eelgrass beds. From west to east, the project area includes the City’s Encinal Beach and Ballena peninsula, Robert W. Crown Memorial State Beach (Crown Beach), the City’s Shoreline Drive Beach and Elsie Roemer Bird Sanctuary. Learn more here.
